Liu Zexi, the secretary of the college's party committee, presided over the opening ceremony and delivered an inspiring speech. He emphasized that all Party members should study and implement the Disciplinary Action Regulations of the Communist Party of China seriously, engrave the Party's discipline and regulations in their hearts, educate and guide Party officials to learn about, understand, clarify, and abide by the Party's discipline, always remain loyal, clean, and responsible, further strengthen their sense of discipline, enhance self-discipline, and improve their immunity. He proposed the following learning requirements: First, we should focus on "deep learning," study deeply and thoroughly, and avoid theoretical learning that is merely superficial. Second, we should emphasize "active use," use actively and effectively, and avoid the shallow education of warning and education. Third, we should pay attention to "true understanding," truly understand and implement, and avoid interpretation and training that is merely theoretical.
Director of the Institute, Ding Yiming, led the study of the Disciplinary Action Regulations of the Communist Party of China. He introduced the historical evolution of the regulations' revision, and stressed that we should accurately grasp the key points of the regulations' revision. The repeated revisions of the regulations reflect the Party Central Committee's firm determination to persist in comprehensive and strict Party governance and advance the Party's self-revolution with strict discipline. Vice President Song Hua Li interpreted the Party Discipline Learning and Education Implementation Plan and put forward three requirements: first, to raise political awareness; second, to coordinate work well; and third, to strengthen publicity and reporting to create a good atmosphere for Party discipline learning and education.
